Mr GoldmanRobert S. Goldman has practiced in the state and local tax field since 1977, representing clients in all phases of state and local taxation, including audits, protests, litigation, rulemaking, tax planning, and legislation. This experience spans diverse industries, including retailing, manufacturing, energy, leasing, hospitality, telecommunications, government contracting, health care, transportation, and the service sector. In 1996 he was appointed by Governor Lawton Chiles to the Florida Telecommunications Taxation Task Force, which was charged with developing recommendations for modernizing the State's tax treatment of telecommunications. In the year 2000 he was one of the principal authors of Florida's telecommunications tax reform legislation, the first of its kind nationally. He served on the Steering Committee of the National Tax Association Communications and Electronic Commerce Tax Project, which comprised a national study of the issues associated with the tax treatment of E-commerce. He has also served as Director of the State Tax Division of the Florida Bar Tax Section, and previously chaired the Section's committees on ad valorem taxes and sales taxes. He is a member of the Tax Section of the American Bar Association and the Institute for Professionals in Taxation. From 1990-1993 he served on the IPT Board of Governors, and has been an instructor on constitutional and other legal issues at annual IPT Sales and Use Tax Schools since 1987. He has written and lectured extensively in the state and local tax area. Mr. Goldman holds a Bachelor's degree in Aerospace Engineering from the Georgia Institute of Technology and a law degree from the Florida State University College of Law.
